I know it used to. Since I used to use it a lot to get the tank healed up. I haven't healed on my paladin for a week or so, so it might have changed since then.
Paladins, sadly, are now (and have for quite some time) suffering from the "let's change something about the class each day" syndrome that plagued Death Knights. I came back to play my DK after only a month and was completely lost. I actually kind of miss the old class patches. At least you could bask in the sun for a while until they nerfed something.
alot of QQ has been going around, its a good change tho, light of dawn is an 'aoe' cone heal, but you no longer can keep a tank up with it through beacon, which is how it should be. healing was too much of a faceroll so far.
It was "working as intended" but seems Blizzard has diffrent intentions now (can the priests choir stop now please?).
